Gavin Newsom laid out an ambitious agenda while breaking from his predecessor’s steadfast backing of two costly projects: a high-speed train from San Francisco to Los Angeles and a controversial plan to build two massive tunnels under the Sacramento-San Joaquin River Delta to move water to Southern California.
